More than forty-five private hire operators across the UK have united in a concerted effort to urge the Chancellor to take immediate action on the looming threat of a 20% VAT charge on private hire vehicle (PHV) fares. This development comes amid growing concerns that such a move could have devastating effects on the industry, particularly on small operators and rural communities, who heavily rely on these services for essential transportation.
The letter, coordinated by major players Veezu and Bolt, emphasizes the urgent need for clarity from the Government, following a consultation that concluded in August 2024 without providing any resolution. Industry leaders are pushing for an urgent meeting with the Treasury to discuss a fair and sustainable solution to the VAT issue, which they believe could lead to increased fares for passengers, reduced driver earnings, and an inconsistent VAT application across different regions.
Key Points from the Letter:
The private hire sector is a critical component of the UK's transport network, providing safe, reliable, and affordable journeys to millions of people. However, the uncertainty surrounding VAT on PHV fares is creating instability for businesses, drivers, and passengers alike. According to Nathan Bowles, CEO of Veezu, without Government intervention on VAT, the sector as we know it may cease to exist, leading to less competition and choice for passengers.
PHV services are often the only dependable transport option in rural areas and for vulnerable groups, including the elderly and those with disabilities. The introduction of a 20% VAT would not only increase fares for these individuals but could also reduce the overall availability of services in these regions. The Stop the Taxi Tax campaign group highlights that this could leave a transport black hole in rural communities.
At the heart of the VAT debate is the upcoming Supreme Court case, Uber v Sefton, scheduled for July 2, 2025. If Uber succeeds in its claim, all UK PHV operators might be required to apply VAT to fares. Many operators fear that this outcome would push smaller businesses out of the market due to the inability to absorb or pass on the increased costs.
The potential introduction of VAT on PHV fares could lead to significant economic and social impacts:
Increased Fares: A 20% VAT increase would raise fares for passengers, making transportation less affordable during a time when cost-of-living pressures are already high.
Reduced Driver Earnings: Higher fares could lead to reduced demand, resulting in lower earnings for drivers. With around 265,000 licensed PHV drivers in the UK, many of whom are self-employed, this could have a substantial economic impact on households.
Inconsistent VAT Application: The lack of a clear national policy creates confusion, with different business models and locations applying VAT inconsistently.
The Labour Government has emphasized transport improvements as part of its economic strategy. However, the uncertainty around VAT undermines these efforts and risks penalizing millions who depend on PHV services. Industry leaders argue that a clear VAT policy would align with the Government's aim to reduce red tape, support local economies, and maintain a transport system fit for growth.
The collective effort by forty-five private hire operators to address the VAT threat highlights the urgent need for Government action. As the UK navigates economic challenges, preserving the accessibility and affordability of essential services like PHVs is crucial for maintaining social equity and supporting local communities.
