Communication Services
In a significant move to enhance digital governance and streamline public services, the Maharashtra government has announced plans to expand its network of Aaple Sarkar Seva Kendras. These centers, designed to provide a range of government services under one roof, will see a substantial increase in numbers across both rural and urban areas. Additionally, the government aims to introduce doorstep delivery services to further ease access to essential documents and certificates for citizens. This ambitious initiative is part of a broader strategy to accelerate digital transformation in Maharashtra, leveraging technology to improve service delivery and citizen engagement.
The expansion of Aaple Sarkar Seva Kendras aligns with the government's vision to strengthen digital governance and enhance public service delivery. These centers offer a variety of services, including issuance of income, caste, birth, death, domicile, old age, and non-creamy layer certificates. The initiative also aligns with the Central Government's CSC 2.0 programme, which aims to boost access to digital services across India.
The Maharashtra government plans to establish these centers in every gram panchayat, ensuring that even the most rural areas have access to these services. In villages with a population exceeding 5,000, there will be at least two centers, with larger villages getting up to four centers. In urban areas, especially within the Brihanmumbai Municipal Corporation (BMC), the ratio is set to improve to two centers per 12,500 people, a significant increase from the previous one center per 25,000 people. Similarly, other municipal corporations and councils will have two centers for every 10,000 residents, enhancing the availability of services across the state.
Beyond expanding physical centers, the Maharashtra government is also focusing on AI-powered solutions to enhance citizen services. In collaboration with Wohlig Transformations, the government has developed an AI-driven multilingual search system that supports English, Hindi, and Marathi languages. This platform aims to make government information more accessible by providing a unified search across multiple websites and documents. It includes features like semantic search, voice processing, and real-time translation, offering a seamless user experience and promoting digital inclusion.
Historically, the Maharashtra government faced several challenges, including language barriers and access limitations. The AI-powered search system addresses these issues by offering multilingual support and providing users with the ability to interact using both text and voice interfaces. This not only enhances citizen engagement but also ensures that information is easily accessible in real-time.
The government has also incorporated digital payment options through Maha Wallet and other platforms to enhance operational efficiency at these centers. District collectors have been tasked with overseeing the setup and approval of new centers while ensuring compliance with service standards. Any lapses in service or non-compliance with guidelines may result in penalties or the revocation of licenses, emphasizing the government's commitment to maintaining high standards of service quality.
In another innovative move, the government plans to introduce doorstep delivery of services. This feature is designed to further enhance citizen convenience by allowing them to receive essential documents and certificates at their doorstep. The service fee for doorstep delivery will be Rs 100 per registration, excluding taxes, with MahaIT receiving 20% of the amount and the service center operator receiving the remaining 80%. An additional fee of Rs 50 per application will also apply.
There has been a revision in the service fee charged at these centers, with the price increasing from Rs 20 to Rs 50. This change is attributed to inflation and operational costs. The new fee structure includes allocations to the State Setu Centre (5%), MahaIT (20%), District Setu Societies (10%), and the service center operator (65%). This adjustment reflects the increasing costs associated with providing these services efficiently.
These initiatives reflect the Maharashtra government's commitment to digital governance and transformation. By expanding service centers and integrating AI and doorstep delivery, the government aims to create more accessible, efficient, and transparent public services. This comprehensive approach is likely to improve citizen satisfaction while fostering a more digitally inclusive society.
The expansion of Aaple Sarkar Seva Kendras and the introduction of doorstep delivery services underscore the Maharashtra government's dedication to enhancing public services through digital transformation. As the state continues to leverage technology to improve citizen engagement, these initiatives are poised to significantly enhance the delivery of essential services and contribute to a more inclusive and efficient governance framework. With AI-powered solutions at the forefront, Maharashtra is set to lead the way in digital governance across India.
