In a significant move aimed at boosting India's electric vehicle (EV) sector and enhancing domestic manufacturing capabilities, the government has announced the removal of import duties on key components used in the production of EV batteries. This decision comes as part of a broader strategy to protect local producers from the impact of reciprocal tariffs set to be imposed by the United States. The initiative, revealed by Finance Minister Nirmala Sitharaman, also extends to the mobile phone manufacturing sector, with import duties exemptions on essential items.
The government's decision to waive import duties on 35 items used in EV battery manufacturing and 28 items for mobile phone production underscores its commitment to promoting domestic industries. This move is expected to stimulate growth in India's EV market, which is projected to reach $132.2 billion by 2030, nearly tripling from its current size of $54.4 billion[1][2]. The exemption is part of the Finance Bill 2025, which aims to reduce the financial burden on local manufacturers and enhance their export competitiveness.
The exemptions include crucial raw materials such as cobalt power, lithium-ion battery scrap, lead, and zinc, along with other critical minerals essential for EV battery production[2]. Additionally, the government has incorporated 35 capital goods for EV batteries into the exemption list, which will significantly reduce the cost of producing EV batteries domestically.
The removal of import duties on EV battery components is poised to have several positive effects on India's electric mobility sector:
The move is also strategically aligned with ongoing trade negotiations between India and the United States. The U.S. had planned to impose reciprocal tariffs on countries that maintain high duties on American goods, a policy driven by the U.S. focus on "fair trade." Given that India's weighted average effective tariff rate on U.S. imports is higher than U.S. tariffs on Indian imports, both countries are keen on negotiating a bilateral trade agreement to mitigate potential trade conflicts[2][3].
The decision to waive import duties on essential components for EV battery and mobile phone manufacturing marks a crucial step forward in India's journey to become a global manufacturing hub. By supporting local industries and engaging in constructive trade negotiations with major partners like the U.S., India is positioning itself for significant economic growth and a stronger presence in the global EV market.
